Minutes for May 19, 2011
The meeting was called to order at 7:05 p.m.
Tim O’Brien once again welcomed a very nice turnout of GEFA Members and Miles and Bobsie Bostic’s guests Jim and Doloroes Hebb and Dean and Sharon Pitts.
April Minutes were approved by Keith Thomassen and seconded by Tom Engleman
Karen Smith gave the treasurers report.
No old business at this time.
Tom Engleman brought up the issue that when he and his wife moved to Nevada County in 2006 they found out during a flight briefing that they could not get current weather conditions in Nevada County. Approximately three years ago there was pitch for an AWOS connection to the National Weather System in Nevada County. He added that an anonymous gift of $3,700.00 was given to GEFA. He further stated on May 12, 2011 the airport commission met with the airport manager and it was approved unanimously to move forward. Tom is seeking GEFA to approve moving forward at this time. Katie Guilliat motioned to approve and Keith Thomassen seconded.
Karen Smith asked if there will be any additional cost to the people that use this service. According to Tom the GEFA gift includes an upgrade for a full year at no additional charge and the airport has to purchase the DSL at $50.00 a month. The PSL will also benefit local users. After the second year the rate is increased to $60.00 with an actual cost of $120.00 a month. It was mentioned that Greg Marshall verbally discussed a one cent gas tax. The new equipment could be up and going by the end of July and Nevada County will be on the National Weather System. Gary Guilliat thinks this information should get on the airport website “for bragging rights!”
Carol Andrews updated the members on the GEFA Scholarship progress and there is one very likely person to be selected. Carol also mentioned that due to narrowing scholarship recipients to only Nevada County students leaves out other possible recipients like those in Placer County. She would like to have this considered in the future. Since 1996 there has been about $50,000 given out in GEFA Scholarships.
Doug Young shared that Aria Davenport has just finished up his first year at Kansas State University-Salina and finished his 1st simulator instrument training. He&rsquol;s servicing airplanes and he’s doing computer simulator testing.
Tim O’Brien updated that the 2011 AirFest preparations are going really well. The public is already charged about it! Sponsorship is as follows:

He added dinner/dance tickets are currently on sal at Beam Center, both SPD’s, and the airport. Tim has $150.00 sponsorship packets made up for members to get sponsorships and Carol Andrews has offered to distribute flyers to other airports. Tim also said that the AirFest event is in the Pacific Flyer and posters and flyers are ready to go. Tom E. mentioned that on the 4th of July two years ago when handouts were distributed to people along the parade route it worked! Tim also gave credit to Julia Amaral for putting on the first two very nice airshows in 1996 and 1997 and they continue to be a successful event
Katie G. mentioned Christy Barden’s annual open house is coming up.
Tim O. presented our special guest speakers Bobsie Bostic, Jean Beilby, and Sharon Pitts, friends for over fifty years who decided to make a documentary video twenty years ago on the Nevada County Airport. Bobsie scripted and narrated the video, Jean handled the cue cards, and Sharon handled the camera. There were so many needs and concerns for the airport and the community they decided to make a presentation that they could take to the Board of Supervisors.
Contained in the documentary was Cal Fire’s wish list was to widen the taxiway and move the center line. UPS’s wish was for improved ramps and surface improvements. Businesses like Grass Valley Group’s pilot Joe, Eigen’s owner/pilot (Jim Hebb), Cal Land, had many concerns as well as needs for upgrading the airport, such as FBO, trees topped so pilots could see the beacon, a better landing system, an extended runway, additional hangers, the hump in the runway corrected, safety and security improvements, and much more. A walk around the airport showed the roof was in nasty shape, drainage and washouts were a hazard, the parking area was treacherous with a plugged culvert (a new culvert was needed), and an open drainage ditch that cars kept backing into. Then there was berms and silt on the taxiway, 60-70 feet of exposed wire, and holes in the ramp to add to the list.
Bobsie went on to narrate that there were some seventy-five companies that used the airport and with improvements they would bring much more revenue to the county. She noted that potentially 31 million dollars was at stake with the possibility of the loss of the airport. These three amazing ladies presented their Documentary to the Board of Supervisors and from then on significant improvements and changes started happening and they just continue to improve.
Tim O. thanked the ladies for a great and very informative Documentary.
Gary Guilliat made a motion to adjourn and it was seconded by Tom Engleman at approximately 8:15. The headcount for the evening was thirty-nine.

Minutes for April 21, 2011
The meeting was called to order at 7:05 p.m.
Tim O’Brien welcomed a very nice turnout of 45 airplane enthusiasts as well as the EAA president, his wife, and our guest speaker, Tim Decker and his wife.
March Minutes: After a correction in the minutes that had been resolved noting that Tim Decker would be our guest speaker tonight, the minutes were approved by Miles Bostic and seconded by Maureen Young.

Bill Rorden brought up the subject of AWOS that was the subject of an email that was sent out from Gary Guilliat April 14th. Bill stated that GEFA had not made a contract, no proposal or discussion, and no resolution
Tim O’Brien confirmed Bill’s statement and that no money was donated from GEFA toward the AWOS, nor will any be without said resolution.
Tim O’Brien updated the members present about the progress of the 2011 AirFest. So far he has $12,000.00 in sponsorships this week; there will be forties-fifties music for the dinner dance, and so far 25 planes —two patriot jets confirmed and lots of war birds. He suggested going to the Nevada CountyAirFest 2011 website and checking out the sponsorships, download, and pass it around. Tim said there’s getting to be a lot of excitement about this two day event and that ticket will be available May 5th at the Beam Center, Airport Office, and SPD. He also said that there was a nice article already in the Pacific Flyer about the upcoming event.
Upcoming event: Keith Thomassen noted that there is a flyer picnic Sunday June 26th at Christy Barden’s
Carol Andrews mentioned the Flying Companions event on May 14th. There is a seminar at Alpine Aviation for those interested — $65.00 for the day including lunch.
Doug Young shared an update in Aria’s — his grandson & GEFA scholarship recipient — activities.
The big event of the evening was when Keith Thomassen introduced his guest speaker Tim Decker, an Ohio State graduate, Embry Riddle graduate, retired Air force pilot 2009, and currently a Pitts aerobatic pilot. He said we should definitely check him out at the Beale Air Force show at the end of the month.
Tim Decker went on to fascinate the attendees with his presentation of his experiences flying the U-2, F-117, and T-38 for twenty years before retiring in 2009. He also took up instruction and formation flying in 1990. He currently flies out of Lincoln in his Pitts S-2B. Tim gave us a great evening of behind the scenes facts and adventures flying these most advanced jets in the world. He reminded us to join in the activities at Beale April 30th and May 1st.
Tim O’Brien ended the evening by thanking Tim Decker and giving him a special Red Devils Team poster — He seemed delighted!
Tim O’B informed us that Bobsie Bostic will be our special guest speaker next month.
Bill Rorden motioned to adjourn and Allan Krosner seconded the motion. The meeting was adjourned at 8:30 P.M.

Minutes for March 17, 2011
The meeting was called to order at 7:05 p.m.
Introduction: Happy St Patrick’s Day! We have two guests tonight who will talk with us after the meeting is adjourned.
Minutes: The January minutes where approved — There was not a February meeting due to the weather.

The Airfest committee has also reserved tables and chairs out of the Airfest account. The caterer has been given a down payment also out of the Airfest account.

The Airfest set for July 8 and July 9, 2011
We will have the dinner dance at Sierra Mt. and Alpine aviation thanks again for their hanger use. We have our DJ set up as the group from last year has a commitment for our date. Gary G. has a large number of planes lined up for display. Bruce Marlow is reviewing our insurance. Thanks to all the wonderful workers and Tim for starting the Airfest for 2011.
Gary G. and seven people attended the 100Th Anniversary of Aviation in San Diego.
They went to the San Diego Air and Space museum where they got to talk with some old timers. On Sat. they watched an old Curtis take off heading North, one hundred thousand people were said to be in attendance. Forty airplanes flew overhead in formation on Saturday. We sat on the wharf where the watching was super. The weather was great and there was 1000 mile visibility. Thanks Gary!

Tim introduced our guest speakers to talk about post-traumatic stress disorder and to inform us of a book “Soldier’s heart” written by Edward Tick, Ph.D. www.soldiersheart.net to learn more. They were also seeking donations for a retreat scheduled for August 24 - 28, 2011 in Nevada City which is a retreat held at the Expanding Light Retreat in Nevada City, California. This retreat is for a veteran to spend 4 days with spiritual, holistic, and community based healing from the war. The cost for one veteran is $960.00 for the four days. Minutes for January 2011
The meeting was called to order at 7:05 P.M.
There were 40 GEFA members present, although no guests.
Tim O’Brien — our new president — thanked everyone for another nice attendance. He also thanked Katie Guilliat, Doug and Maureen Young, and Gary Guilliat (Santa) for a Great Christmas Party!
Tim noted from the November meeting that the continuing and new officers are: Tim O’Brien “a newbie”, Vice President Gary Guilliat, Treasurer Karen Smith, and Secretary Chris Evans “also a newbie” The minutes were approved by Tom Engleman and seconded by Keith Thomassen.
Karen Smith gave the treasurers report and also noted that she is collecting 20ll membership dues.
Carol Andrews stated that the GEFA scholarship will go out to the high schools the first of February and that the scholarship is $3,000 this year.
Keith Thomassen noted that GEFA was on the verge of being defunct 20ll and that we need a new focus on social activities and future fly outs.
Katie Guilliat said that Gary is working on a new plane project and Gary went on to say he’s working on a Monocoup. His question was did anyone know what this particular planes main feature is and went on to say that has “one solid wing”. It’s a two seater (side by side), stick control, and anyone over 60 can’t get in! There was quite a bit of laughter after the latter remark. He also said that in the 1930’s this was the most popular plane.
Gary G. stated that there is usually one large Fly Out every year, possibly to Yellowstone two days, Mt. Rushmore two days, and the battle grounds of Custard of the 7th Calvary. September was approved and it was noted that plans need to be made soon.
Gordon Mills went on to say that Airport business is the lowest year since 2007. Repair on the runway will possibly take place October 15, not tanker season. Repair estimated time is three weeks, but they’re hoping for a time frame of one week!
Keith Thomassen brought up that guest speaker for February is “Tim Decker” pilot of F1 17, U2, Pitts, and that he has a website.
Allan Krosner said that at his Rotary Meeting Mike Kaul did a presentation and it was fun and interesting. We should set up programs in advance. Katie G. then stated that for slide shows we need to plan for January through May at Seaman’s Lodge.
Tim O’B. is planning on talking to Gerry Davenport about updating GEFA’s website to include Airport and GEFA history from 1933 to current. Tim is planning to get information from Bill Rorden, other historians, and he will work with Juan Brown on this.
After that discussion, Tim asked what does everyone think about doing an Airfest? There is seed money in the CD which is the best thing that has happened! He questioned dinner dance, air show, any new ideas? Gary G. motioned for Airfest 2011 and Ken Zuckerman seconded.
Katie Guilliat made a motion that GEFA sponsor the AirFest and that EAA be offered the pancake breakfast concession and profits.
Keith T. pointed out that there has been controversy between GEFA and EAA on the AirFest funds since he joined in 2005. He suggested that we needed to have a financial agreement up front between the clubs on this AirFest to avoid such arguments. Keith further stated he thought GEFA should be the sponsor (in the financial sense for which we take out event insurance) and that we could offer EAA the pancake breakfast event, with all proceeds going to EAA.
Carol Jonas asked if there is any EAA money in the CD. Karen Smith said Airfest money is in a CD that is Airfest money. She has been treasurer for five years and there is no money from any other organization in this CD. The CD is a profit from the Airfest and only GEFA has ‘signature authority’ on the CD.
Gary Guilliat had made a motion in 2010 to retain the Airfest profit in a GEFA CD and GEFA to manage the funds, and profits to go back into Airfest & scholarships. He noted that Tim O’Brien had to go over the top to obtain funds for the past Airfests.
Carole Gibson (?) brought up that about seven years ago there was proposition to build a GEFA and EAA hanger. Katie G. noted that it became so contentious that GEFA people said they would quit GEFA. GEFA gave $5,000 to EAA for the hanger fund. Time line, it has been seven to eight years and still no hanger. EAA still has the funds, no hanger will be built, EAA can’t ask for GEFA money, and the $5,000 won’t likely be given back to GEFA. She also said that the $5,000 may still be in an EAA fund.
Tim O’B. motioned to clear the air and added that of the $20,000 to $25,000 it takes to fund the Airfest, three quarters comes from outside, a small committee goes outside to do that. Seed money for the Airfest or it won’t happen at all! Tim stated he does not want to go and collect sponsorships himself again. Gary. G. said a $20,000 base is there for this year and he does not think this is an ongoing thing. Tim O’B. stated that the goals are to bring people to the Nevada County Airport; he does not want a GEFA Airfest, but a Nevada County Airfest.
Once again Carol J. brought up the issue of the funds last year — at that time, Gordon Mills stated ‘Minutes’ are in EAA meetings, EAA and GEFA. Keith T. said that it is “Important” we — GEFA — are going forward with the Airfest and that we do not need a financial partnership with EAA. Proposal GEFA is putting on the Airfest it is a GEFA Event. Motion was seconded.
Tim O’B. will put out an outline of what it takes to put on the Airfest, this is to showcase the airport and the airplanes and he does not want it to be about fighting about the money. Will he get our support? GEFA is a non-profit since 1997. Motioned yes, seconded by Karen S.
It was noted by Gary G. Airfest yes, but a committee has to start very soon. He said in the next thirty days he and Tim O’B. need to know what? when? and where? Katie G's motion was seconded and passed.
Tim O’B will put a committee together similar to the past and asks committee volunteers to meet with Chris E.
Gordon M. suggests that there are a lot of non-pilots and aviation enthusiast — not necessarily pilots — that we need to get the word out to. He suggests putting notices in The Union and on the radio about speakers and events.
